Admittedly, I need to learn more about Debian policy/procedure/politics.

I've read large sections of the policy documents, but not all. It's a little embarassing that I haven't. I feel that for as much as I use/advocate Debian, it's time to get a little more involved.

dh-make-perl

Just in case you missed it, there's a dh-make-perl that can help Debianize a package from CPAN. I don't know if it works for this module though; it's good for many simple ones.

apt-get install dh-make-perl
dh-make-perl --cpan Some::Module --build --install

yeah, what he said. if it's possible to just debianize the module like that, I'll gladly upload it into Debian.
