It's comforting that even one of the biggest software companies can't get timezones right: Apple and iCal

sounds like

my brief interpretation of that individual's ires indicates that Apple's iCal implementation [initially] internally represents timezones without an "is-localtime" indicator...

the iCalendar (rfc 2445) spec* seems to handle that (if you don't specify a timezone, it's a local-time)... but off the top of my head, i wouldn't be surprised if MAPI and other organizers do the same thing (as far as i know, it just stores stuff in GMT, but maybe there's a local-time bit that i'm not aware of)... wouldn't be too hard to find out :)

*i'm not sure if iCal has anything to do with iCalendar...
