Website yoki.ru, citing unnamed sources, claims that "hosting of cyrillic journals is being tranferred to Rostelecom" (a big Russian phone and internet operator). Also they say that this transfer is a real cause of LJ's outage.

Can you comment it? Will any journals be transferred to Russian hosting?

My question maybe seems strange, but if you will answer it publicly (at least here in your LJ), it will save Russian users much confusion.
